Study on promoting multi-level governance in support of Europe 2020

Governance mechanisms for the implementation of the Europe 2020 Strategy, learning platforms for mutual learning and the development of action plans are at the heart of this study. Its objective and scope focuses on two specific policy fields within this general frame, namely energy efficiency measures with a special focus on the existing building stock and social inclusion in urban areas.

The focus of the study is on bringing together experience on processes related to the implementation of Europe 2020 across various levels of governance. This will allow for mutual learning as well as the development of action plans in single regions or cities. The study will identify the process and success factors leading to strong, high quality political and administrative partnerships across levels of governance.

Based on the design and implementation of case studies, the project aims at brokering, through dedicated twinning events, knowledge exchange among a selected set of European regions on issues of territorial and regional development.

In this respect Nordregio is responsible for conducting the literature & policy review on multi-level governance as well as - together with other partners - preparing and running selected case studies, twinning events and the final conference.
