Dialogue Platform on Energy and Resource Efficiency in the Baltic Sea Region (EFFECT)

The project aims to facilitate learning from good practice solutions on eco-efficiency in the Baltic Sea Region between relevant actors from the local, regional, national and pan-Baltic level. The project will attract and enable stakeholders to jointly develop and implement policies and concrete actions concerning energy and resource efficiency.

EFFECT – Dialogue Platform on Energy and Resource Efficiency in the Baltic Sea Region (BSR) is a thematic partnership project funded by Swedish Institute, SI Baltic Sea Cooperation (2012-2015). The project is led by the Council of the Baltic Sea States, CBSS, Baltic 21 and consists of 11 partners from Sweden, Lithuania, Poland, Russia and Belarus.

As subcontractor to the project partnership, Nordregio undertakes the following tasks (2013-2014):

1) Define a holistic approach to low carbon economy in terms of energy efficiency.

2) Find out Baltic Sea Region-countries' priorities towards low carbon economy through reviewing the National Energy Efficiency Action Plans (NEEAP) for BSR-countries (including Russia) available.

3) Provide a framework (including indicators) that supports project partners to assess domestic examples as good practices in terms of being energy efficient. Based on the framework, identify good practice examples within the BSR that have already been implemented or are close to implementation.
