The aim of the programme is to strengthen local civil servants' capacities as well as strengthen neighbourhood co-operation between the Nordic countries and Northwest Russia, through knowledge exchange and network-building activities.
The programme will focus on three areas
- Municipal environmental governance
- Environment for small and medium sized enterprises
- Spatial planning
The goal of the programme is to engage Russian civil servants working at the local level in exchange activities and support them to develop their knowledge about physical planning, local environmental work and work with small and medium-sized enterprises (SMEs). Furthermore, the programme will engage Nordic civil servants, who will have the possibility to increase their knowledge about, and contacts with, local administrations in Russia.
